In 1999, J. Greg Stamps'
previous firm, Maffett•Stamps, was invited to
provide a preliminary design to assist the Library Board
and FOL with fund-raising. Today, six years later, after
a successful campaign, construction has begun.
After our meeting with them, our design team found
White County's library to be an active, vibrant place,
serving as a meeting place for patrons as well as the community, but
having outgrown their space. Requirements included a
large multi-purpose community room that could be used
after hours; adult, young adult and children's sections;
a larger reference and history/genealogy area; and an
expanded computer tech center.
In early 2002, a large parcel at West Rhea and North
Church Streets was donated for their new home. It is
located on a lovely hill, overlooking Sparta's most
prominent Bockman Way.
The design was developed based on very precise needs
and requirements and followed a community-building program
prepared by the Library and Regional Library Board.
Design goals included preserving a regional look and
complimenting the tradition and history of the town.
Exterior features include a two-toned terra cotta brick
offset contrasted with a mocha EIFS (exterior insulation
finish system) accent and relief. The sloped metal roof,
of standing seam material, is a warm beige tan. Materials
were chosen for their attractiveness, economy and low
maintenance.
The interior features a vaulted ceiling in the main
entry, 9' and 10' ceilings throughout, direct and diffused
lighting systems, and warm oak accents. Partial walls
surrounding the young adult and tech center sport contemporary
oak and resin panels, providing privacy yet openness.
The children's wing consists of separate sections for
pre-school and school-age children, a craft area, and
reading center. Interior finishes and materials are
a warm mix of the traditional with classic contemporary.
